Sullivan County manager urges drivers to stay off roads

Ulster County Emergency Management: Ten Ulster County towns under states of emergency, crews working to clear roads

An hour ago, Ulster County Emergency Management director Arthur Snyder sent an update explaining that ten towns in Ulster County are under states of emergency, and that county workers will be working to clear downed trees until it gets dark tonight.

Read the full update below:

Here is the latest information: Current wind speed of the storm is 90+ MPH. The winds we expect are still 30-40 MPH with gusts to 60 (add 10 MPH for elevation). Timing of the heaviest winds are 4 PM to 2 AM. Rainfall totals are still expected to be in the 3" range. Heaviest rains tonight into tomorrow. Any flash flooding will be localized. However, Hudson River tidal influenced flooding is a major concern. All DEP diversions have been shut down.

Public Works employees will be working until nightfall, returning at first light. Trying to cut trees with potentially live wires in the dark is too dangerous. This is a primary reason to remain off the roads except for absolutely necessary travel.

DEP halts reservoir releases as rains move in

Throughout the weekend, the New York City Department of Environmental Protection has been making emergency releases from three of its upstate reservoirs -- the Schoharie, the Ashokan and the Neversink -- in an effort to create voids that can absorb some of the expected floodwaters from Sandy's rainfall.

The DEP recently announced that on Monday morning, they stopped releasing water to the Schoharie and Ashokan. From the Neversink, which is currently at 100 percent capacity, the DEP continues to make releases of up to 123 million gallons a day.

Fleischmanns mayor: I will declare state of emergency "once tree limbs start falling or flooding starts"

Todd Pascarella, the mayor of the Village of Fleischmanns, which was devastated in Hurricane Irene a year ago, has issued a statement saying that he is poised to declared a state of emergency for Fleischmanns as soon as "tree limbs start falling or flooding starts." Travel is forbidden during a state of emergency, so he asks that people who are planning to go to shelters please go now.

From Pascarella's email:

As we all make our preparations for the impact of Hurricane Sandy I can not stress enough how important it is that you take every precaution to be as safe as possible. Most of us are thinking back to Irene and the devastating floods that it brought. The reality of this storm is that we do not know how bad the winds and flooding will get in addition to the outside chance of snow. We have to prepare for the worst case scenario which is all of the above including extended power outage which would mean no heat for many houses.
