WCCRC Seeks Candidates for Rehab Specialist Position

Western Catskills Community Revitalization Council, Inc. (WCCRC) is a 501(c) 3 not for profit Rural Preservation Company working under the auspices of New York State Homes and Community Renewal.  Our mission is to cooperate with community members and local, state, and federal governmental and civic bodies in aiding, assisting and fostering the planning, development, renewal, and improvement of housing, mixed-use, commercial and civic buildings toward community revitalization and economic development.  Our service area covers the towns of Harpersfield, Kortright, Middletown, Roxbury and Stamford in Delaware County; Blenheim, Broome, Conesville, Fulton, Gilboa, Jefferson, and Summit in Schoharie County, and Ashland, Halcott, Hunter, Jewett, Lexington, and Prattsville in Greene County.

 

WCCRC seeks candidates for Rehab Specialist position located in Stamford, NY to start immediately.  This is a temporary part-time (16-24 hours / week) position that has the potential to become permanent.The Rehab Specialist reports directly to the Executive Director and works very closely with the Construction Manager and the Program Manager. 

 

Rehab Specialist Job Purpose: To inspect routine and complex structural building systems at various stages of construction, alteration, and repair to assure compliance with approved plans, specifications, codes, ordinances and regulations; and to assist in the review of building plans and specifications to determine compliance with applicable codes, ordinances, rules and regulations for WCCRC building programs.  To create and revise building rehabilitation project work estimates and to oversee and monitor rehabilitation projects to ensure that work is properly performed. 

 

Rehab Specialist’s Job Responsibilities:

 

• Thoroughly understand all grant program requirements, including, but not limited to, building rehabilitation requirements.

• Meet with clients at their homes, review rehab work necessary and work the client would like to have done and prioritize the work as per WCCRC Work Priority List.

• Create and revise detailed, concise and easily understandable building rehabilitation work write-up for each job based on NYS Code and the WCCRC Specification Manual. Create an in-house cost estimate for comparison to forthcoming bids.

• Verify that work complies with write up. Verify that materials comply with write up and meet code

.• Work with Construction Manager to inform the client about lead issues in the building.  If necessary, arrange the lead test and lead clearance tests required by law.

• Oversee and monitor rehabilitation projects to ensure that work is properly performed and to ensure that no substandard materials are used in accordance with HUD requirements.

• Conduct periodic inspections (scheduled and unscheduled) to determine compliance with NYS Building Code and pertinent provisions of health and environmental ordinances.  Issue change orders, when necessary.  

• Review contractor invoices and ensure that all contractor invoices are processed in a timely manner. Obtain necessary signatures on payment requests.

• Establish and maintain effective working relationships with WCCRC clients, developers, contractors, architects, engineers, and the general public. 

• Keep abreast of current construction standards, codes, and regulations. 

• Schedule regular meetings with the Program Manager / Construction Manager to update all program information.

• Complete and maintain a variety of records on a computer, prepare reports, documentation, and correspondence. 

 

Rehab Specialist Qualifications:

 

• Knowledge of NYS building codes and policies regarding zoning and other regulations to field situations. Knowledge of standards of construction methods and requirements

 

• Ability to work independently without constant supervision. 

 

• Enforce necessary regulations with firmness and tact. 

 

• Proficiency using Microsoft Windows, Excel, Word and Email/Internet, as well as other computer programs as necessary. 

 

Rehab Specialist Experience and Education:

 

Experience: Three years of responsible experience in the journey level trades or as a contractor in a variety of building construction activities. A combination of education and experience will be considered.  

 

Education: Equivalent to the completion of the twelfth grade.  License or Certificate Possession of or ability to obtain and maintain an appropriate, valid NYS driver’s license. Ability to obtain within 3 months a certificate of completion for lead-safe work practices. 

 

Rehab Specialist Special Requirements:

 

Essential duties require the following physical abilities and work environment: Typically, work is performed at construction sites and in an office environment; exposure to outdoor elements; extensive use of the telephone and computer; ability to walk on uneven ground; reach (including overhead), squat, bend, lift, crawl, and, climb; push, pull, and carry up to 50 pounds; drive daily to various locations within the WCCRC service area.
