WCCRC Seeks Candidates for Program Coordinator Position

Western Catskills Community Revitalization Council, Inc. (WCCRC) is a 501(c) 3 not for profit Rural Preservation Company working under the auspices of New York State Homes and Community Renewal.  Our mission is to cooperate with community members and local, state, and federal governmental and civic bodies in aiding, assisting and fostering the planning, development, renewal, and improvement of housing, mixed-use, commercial and civic buildings toward community revitalization and economic development.  Our service area covers the towns of Harpersfield, Kortright, Middletown, Roxbury and Stamford in Delaware County; Blenheim, Broome, Conesville, Fulton, Gilboa, Jefferson, and Summit in Schoharie County, and Ashland, Halcott, Hunter, Jewett, Lexington, and Prattsville in Greene County.

WCCRC seeks candidates for a full-time Program Coordinator position located in Stamford, NY. 

Purpose of the position:  The Program Coordinator has oversight of all projects in a program and helps to ensure that overall program goals are met while following a step-by-step plan with well-defined tasks.  The Program Coordinator should have excellent problem-solving skills and be able to think quickly and adeptly about how to address problems as they come up and to learn from the issues so that the same problems do not arise again.  Program management requires advanced interpersonal skills and the ability to multi-task or switch quickly between tasks and think about the program on many different levels at once.  The Program Coordinator works closely with all Program Staff and the Business Manager to successfully complete WCCRC programs.

The Program Coordinator reports directly to the Program Director and works very closely with funders such as HCR, Regional Economic Development Councils, DOS, HUD and other Program Staff to meet these goals.

This is an exempt, full-time position that will sometimes exceed 40 hours. Work hours will generally take place during regular business hours, Monday through Friday, although occasionally may include evenings or weekends.

Scope of the position:

  • Thoroughly understand all grant program requirements.  Responsible for reviewing program procedures as they apply to management of the program.
  • Coordinate program set up and close out, reports, all necessary filing for program administration.
  • Support Program Director in preparing all necessary reports for program audits and monitoring.
  • Accept, review, and process application packages from clients for a variety of WCCRC programs, as well as weatherization and NYSERDA.  Verify that applicant information is complete, and that all necessary approvals are in place to start the project. 
  • Attend and participate in public information meetings for programs as necessary.
  • Attend bid openings with the clients, the contractors and other Program Staff and review bids for completeness. 
  • Communicate effectively and in a timely manner with clients, town officials, contractors and other agencies.  
  • Manage and update all client and program files. Prepare files for monitoring visits at close of programs.  Maintain and update will-call list.
  • Coordinate projects with the Rehabilitation Specialist to ensure that paperwork is up-to-date and projects are progressing.
  • Prepare Grant Agreements and Construction Contracts and monitor that projects are compliant with program requirements and will be completed in a timely manner.
  • Track available funds in each program and prepare documentation for funds to be requisitioned from funding agencies.
  • Complete and maintain a variety of records on a computer, prepare reports, documentation, and correspondence.
  • Responsible for filings and lien recording for the organization with the appropriate County Clerk. 
  • Responsible for preparing all lien releases as appropriate for the Executive Director to sign.
  • Responsible for mailing annual certifications and updating database.
  • Support WCCRC operations as requested by the Executive Director.

Qualifications:

  • Minimum of 5 years of experience of working in an office setting, or similar experience.
  • 1-2 years related experience in grant related experience preferred.
  • Demonstrated understanding of rural issues.
  • Knowledge of basic real estate transactions, general construction and finance a plus.
  • Superior written and verbal English language communication skills.
  • Excellent organizational skills and ability to effectively and efficiently manage several detail‑oriented projects simultaneously.
  • Ability to work independently and as part of a team.
  • Experience, patience and comfort in dealing with a diverse range of people.
  • Computer and Internet literacy and familiarity with Word, Excel, and other Microsoft programs required.
  • Reliable personal transportation needed; mileage is reimbursed. 
  • Personal commitment to WCCRC’s mission and goals.
  • Residence in or willingness to relocate to the WCCRC service area and its surrounds. (No relocation package provided.)
